Leon teams up with Ada, JD, and a surviving government officer, Alexander "Sasha" Kozachenko (a former soldier who lost his men to BOWs). Together, they fight through waves of infected and Tyrants.

Meanwhile, Leon meets (the enigmatic spy and anti-heroine from the games). She is operating undercover, attempting to secure a new, more advanced Plaga sample for her mysterious client.

President Belikova launches a full-scale BOW attack on the capital, intending to wipe out the remaining "rebels" and blame them. She unleashes multiple Tyrants and swarms of Lickers. Resident Evil- Damnation

The final confrontation occurs in the palace. President Belikova activates a (known as the T-103 variant, armed with claws, not the rocket launcher type). Leon and Ada battle it, but conventional weapons fail. Eventually, Leon uses the environment to drop a giant statue of the president's former leader onto the Tyrant, crushing it.

In the aftermath, the international community intervenes. President Belikova is arrested for crimes against humanity. As she is led away, she coldly states that she merely did what powerful nations (like the U.S.) have always done—use conflict for advancement. Leon teams up with Ada, JD, and a

Leon is thrown into a decrepit underground arena where the government forces hold brutal gladiatorial fights using captured BOWs. He is forced to fight a group of Lickers (evolved from the T-Virus). To his surprise, a controlled Tyrant (a massive humanoid BOW from the original games) is unleashed to kill the Lickers. Leon narrowly escapes with the help of a mysterious man named JD , a rebel fighter.

Leon goes in alone, against orders, to gather proof. He is captured by the rebel leader , a former ballet dancer turned freedom fighter. She claims to be fighting to free her people from government oppression, but Leon notices her rebels are accompanied by Ganados (Plaga-infected humans). Leon discovers that neither the rebels nor the government are the real villains. Svetlana, the rebel leader, is actually a pawn. The true mastermind is President Svetlana Belikova (yes, same name) — the government president. She orchestrated the entire civil war to justify seizing absolute power and to test the effectiveness of BOWs in modern warfare for future international sale. The "rebels" are actually government agents and Plaga-infected test subjects she has manipulated.

Resident Evil: Damnation is the second full-length CGI film in the Resident Evil franchise, following Resident Evil: Degeneration (2008) and preceding Resident Evil: Vendetta (2017). Unlike the live-action films, the CGI movies stay strictly within the canon of the video game storyline, featuring voice actors (mainly Japanese with English dubs) that closely mimic the game characters. The film takes place in 2011, between the events of Resident Evil 5 (2009) and Resident Evil 6 (2012).

U.S. government agent and Bio-terrorism Security Assessment Alliance (BSAA) advisor Leon S. Kennedy is secretly sent to the fictional Eastern European country of Eastern Slav Republic. A civil war is raging between the government (loyalists) and rebel forces. Intelligence suggests that both sides are using bio-organic weapons (BOWs)—specifically the Plaga parasites (first seen in Resident Evil 4 ).
