For anyone still needing the Shrew Soft VPN client for legacy IPsec connections (IKEv1, Cisco compatible) on Windows 11, here is the current status:

The official 2.2.2 version does not install or run out of the box on Windows 11 due to strict driver signing requirements and deprecated NDIS drivers.

Better option: Use a Win10 VM or switch to TheGreenBow.

Use the built-in Windows 11 VPN (IKEv2/L2TP) or migrate to a modern IPsec client.
